For starting Windows 98 in the safe mode, you need to restart the PC, keep the CTRL key pressed so the Start up menu pops up and then select the Safe mode.

Windows Millennium Edition

To start this program, the same method adopted above needs to be adopted. Keep the Ctrl key pressed, and then choose the Safe mode.
